Permit and License Requirements


Texas Instruction Permit

An Instruction Permit allows a beginning driver to operate a vehicle when there is a licensed driver in the front seat who is 21 or older.

Minimum age: 15

Requirements if under 18

  • Must provide completion certificate of Driver Education (DE 964-Classroom). At Success Driving Academy you receive this certificate after the 6th hour of classroom instruction.
  • Immigrants - must provide proof of citizenship or lawful presence.
  • Must provide proof of identity and Social Security Number.
  • Must Provide "Verification of Attendance and Enrollment in School" (VOE).
  • Must provide verified parent authorization signature.
  • Must pass written examination.
  • Must pass vision examination.
  • Pay the required fee ($16.00).
  • Must fill out required forms.
  • Must provide proof of Texas vehicle registration and liability insurance, if you own a vehicle.
  • Thumb print and picture will be taken.

Requirements if 18 or over

  • If 18-24, must provide completion certificate of Driver Education or Adult Driver Education. At Success Driving Academy you receive this certificate after the third or fourth day of classroom instruction or upon competion of Adult Driver Education.
  • Immigrants - must provide proof of citizenship or lawful presence.
  • Must provide proof of identity and Social Security Number.
  • Must pass written examination.
  • Must pass vision examination.
  • Pay the required fee ($33.00).
  • Must provide proof of Texas vehicle registration and liability insurance, if you own a vehicle.
  • Must fill out required forms.
  • Must surrender out of state license or permit.
  • Thumb print and picture will be taken.

Texas Driver License

Requirements if under 18

  • Must provide Completion Certificate of Driver Education. At Success Driving Academy you receive this certificate after you have completed all classroom and behind-the-wheel instruction.
  • Immigrants - must provide proof of citizenship or lawful presence.
  • Must complete Impact Texas Teen video and provide certificate of completion.
  • Must complete 30 hour driving log showing at least 30 hours of driving practice.
  • Must provide proof of identity and Social Security Number.
  • Must Provide "Verification of Attendance and Enrollment in School" (VOE).
  • Must provide verified parent authorization signature.
  • Must pass written examination (unless already taken for instruction permit).
  • Must pass driving examination. (Available at Success Driving Academy)
  • Must pass vision examination.
  • Pay the required fee ($16.00).

Verification of Attendance and Enrollment in School

The Verification of Attendance and Enrollment in School VOE shows that you are enrolled in school, home school, or a GED program. They are valid for 30 days in the Fall and Spring semesters, and 90 days during the Summer. You should request this form from your school official. Schools establish there own procedures for giving out this form. Sometimes it takes a few days to prepare the document. The VOE is usually requested in the registrars office. Most schools give out a large number of these forms, you need only find the right person to request it from. Note: A few schools do not give out these forms during Summer.
